Urban Land Institute - Soutien initial des réseaux Urban Land Institute (ULI) et Association of Foreign Investors in real Estate (AFIRE) pour la création du Cercle Grand Paris, avec une récompense (award) et un prix en 2012 (ULI).
Grand Paris - Le Cercle Grand Paris a lancé et organisé plusieurs années de suite les ‘plénières Grand Paris’ dans le cadre du SIMI associant représentants de l’Etat et investisseurs publics et privés

Le Cercle Grand Paris, un think-tank au service du développement humain
FR. Le Cercle Grand Paris de l’Investissement Durable (Grand Paris Alliance) est une organisation neutre et indépendante.
Créé en 2011 sous la forme d’un tour de table informel d’acteurs publics et privés dans le Grand Paris, le Cercle Grand Paris est devenu une association loi 1901 en 2013.
Le Cercle Grand Paris cherche à identifier et à valoriser les potentiels de développement économique, environnemental, social et d’emploi (capital humain, capital social, services écosystémiques), en particulier dans le contexte de grands projets d’investissement et de développement d’infrastructures (physiques, digitales, énergétiques...).
Depuis sa création, le Cercle Grand Paris a notamment contribué activement à au développement d’un nouvel agenda international pour l’économie créative, à travers le projet ‘Inclusively Creative’ lancé en 2017/18, les conférences World Conference on Creative Economy (WCCE) et la préparation et la mise en œuvre de la résolution de l’Assemblée générale des Nations Unies sur l’économie créative de 2023.
Les actions du Cercle Grand Paris de l’Investissement Durable s’inscrivent dans une perspective métropolitaine et internationale.
L’association, s’appuie sur un réseau de membres et contributeurs français et internationaux et son développement a été marqué par plusieurs étapes :
Urban Land Institute- le soutien initial du réseau Urban Land Institute (ULI) pour sa création et son objectif de travailler notamment au désenclavement des quartiers de banlieue et à la réponse aux inégalités territoriales dans le cadre des dynamiques du Grand Paris et au-delà ;
Grand Paris et dynamiques métropolitaines- l’organisation de forums annuels depuis 2012 croisant enjeux métropolitains dans le contexte du Grand Paris, perspectives européennes et internationales, notamment à Tokyo, Moscou, Rio et Sao Paulo, Jakarta, etc. et projets d’infrastructures transnationales (BRI, IMEC, Global Gateways, PGII…).
UN Global Compact -la participation active au sommet Habitat III à Quito (2016) suivie de la signature d’un accord de partenariat pour devenir point focal en Europe du volet urbain du programme UN Global Compact (2018) ;
G20/T20 et Agenda 2030- l’engagement dans le cadre du groupe des think-tanks du G20 (T20) en contribuant à la co-présidence du groupe de travail (taskforce) sur le financement des infrastructures (2018-2022), la transformation des modèles économiques (2023), le développement durable et le changement climatique (2024), ainsi que dans le groupe des think-tanks du G7 depuis 2022 ;
INTERSECTING- le soutien au développement du projet éditorial international INTERSECTING lancé au plus fort de la pandémie du Covid-19, avec la publication d’un premier ouvrage en 2021 lancé lors du sommet du T20 à l’Université Bocconi à Milan, la publication de de 5 autres volumes en 2022 et 2023 et le lancement des réflexions ‘extracting versus intersecting’ à l’initiative de l’institut RIS de New Dehli et de l’université OP Jindal de Sonipat (centre for sustainability), développées notamment lors et à l’issue de de la Nobel Week Dialogue à l’invitation de la Fondation Nobel en 2021.
Valeurs et engagements
Le Cercle Grand Paris, à travers ses projets, programmes, et les initiatives qu’il porte, réunit des femmes et des hommes, acteurs professionnels de haut niveau, habitués aux prises de décision complexes, conscients de la valeur des deniers publics, décidés à aller au-delà de leurs zones de confort politiques ou intellectuelles. Ils s’engagent à :
- Nourrir le dialogue et la fabrique de consensus collectif autour des grands défis de notre temps, urbains, climatiques, énergétiques, sociaux, cognitifs… dans une dynamique de production de valeur, d’innovation, de modernisation de l’action publique et d’attractivité ;
- Valoriser les dynamiques territoriales et d’investissements publics auprès des acteurs publics et privés et issus de la société civile ;
- Multiplier les échanges fructueux entre les sphères publiques et privées, sur les plans économiques et sociaux.
ENG. The Cercle Grand Paris, a think tank for human development
The Cercle Grand Paris for Sustainable Investment (Grand Paris Alliance) is a neutral and independent organization.
Created in 2011 as an informal round table of public and private stakeholders in the context of the Greater Paris project, the Cercle Grand Paris was incorporated as an association under the French ‘loi de 1901’, in 2013.
The Cercle Grand Paris seeks to identify and promote the potential for economic, environmental, social and employment development (human capital, social capital, ecosystem services), particularly in the context of major investment and infrastructure development projects (physical, digital, energy, etc.).
Since its creation, the Cercle Grand Paris has actively contributed to the development of a new international agenda for the creative economy, through the ‘Inclusively Creative’ project launched in 2017/18, the World Conference on Creative Economy (WCCE) conferences and the preparation and implementation of the United Nations General Assembly resolution on the creative economy of 2023.
The projects, programs and initiatives of the Cercle Grand Paris de l’Investissement Durable are embedded in a metropolitan and global perspective.
The association relies on a network of French and international members and contributors and its development has been marked by several stages:
Urban Land Institute - the initial support of the Urban Land Institute (ULI) network for its creation and its objective of working in particular to re-connect low-income suburban neighborhoods as part of the dynamics of Greater Paris and beyond, build long term responses to development imbalances and inequalities ;
Greater Paris, metropolitan dynamics and large-scale infrastructure projects - the organization of annual forums since 2012, combining metropolitan issues in the context of Greater Paris and European and international perspectives, notably in Tokyo, Moscow, Rio and Sao Paulo, Jakarta, etc. and large scale cross-continental infrastructure projects (BRI, IMEC, Global Gateways, PGII…).
UN Global Compact - active participation in the Habitat III summit in Quito (2016) followed by the signing of a partnership agreement to become the focal point in Europe for the urban component of the UN Global Compact program (2018);
G20/T20 and Agenda 2030 - engagement within the framework of the G20 think tank group (T20) by contributing to the co-presidency of the task force on infrastructure financing (2018-2022), the transformation of economic models (2023), sustainable development and climate change (2024), as well as in the G7 think tank group since 2022;
INTERSECTING - support for the development of the international INTERSECTING publishing project launched at the height of the Covid-19 pandemic, with the publication of a first book in 2021 launched at the T20 summit at Bocconi University in Milan, the publication of 5 other volumes in 2022 and 2023 and the launch of the ‘extracting versus intersecting’ program at the initiative of RIS Institute in New Delhi and OP Jindal University in Sonipat (Centre for sustainability), developed in particular during at the Nobel Week Dialogue at the invitation of the Nobel Foundation in 2021.

The Cercle Grand Paris, through its projects, programs, and the initiatives it supports, brings together women and men, high-level professional actors, accustomed to complex decision-making, aware of the value of public funds, determined to go beyond their political or intellectual comfort zones. They are committed to:
- Nurturing dialogue and building collective consensus around the major challenges of our time, urban, climatic, energy, social, cognitive, etc. in a dynamic of value production, innovation, modernization of public action and attractiveness;
- Promoting territorial dynamics and public investments among public and private actors and from civil society;
- Multiplying fruitful exchanges between the public and private spheres, on the economic and social levels.
